Terms of use

Last updated: 10 June 2026

1. General terms

The EduStats platform (referred to below as the “Platform”) is a service for collecting and analysing student feedback on higher education institutions and educators in the Republic of Uzbekistan and presenting that feedback as public ratings.

The Platform provides its services through a Telegram bot (@edustatsuzbot) and website (edustats.uz).

By using the platform, you confirm that you have read and accepted these terms in full.

2. Services provided

The platform provides the following services:

  • Reviewing universities and teaching staff (positive/negative rating and comment)
  • Viewing public statistics and rankings
  • Voting on reviews (upvotes/downvotes)
  • Send issues and suggestions
  • Points system (earning MXM)

3. Registration and identification

Registration through your Telegram account is required to use the platform. Voting additionally requires a verified Uzbekistan (+998) phone number.

Why phone numbers are verified:

  • Preventing duplicate votes from the same person
  • Filtering bots and spam accounts
  • Ensuring the integrity of voting results

4. Reviews and anonymity

The platform offers two modes for posting reviews:

Anonymous mode. The user's personal details (first name, last name and Telegram account) are not shown to other users. The review is published under the name “Anonymous user”.

Public mode. Only the author's first and last name appear beside the review. Their Telegram account link, username, phone number and other identifying details are never disclosed.

Guarantee: The Platform does not disclose anonymous users' identities to other users, universities or educators. An anonymous review author's details may be disclosed only in the following circumstances:

  • By order of a court of the Republic of Uzbekistan
  • In other cases provided for by law

5. User responsibilities

  • Authenticity — only leave reviews based on your real experience
  • Legal boundaries — refrain from personal abuse, threats and defamation (strong criticism is separate and protected by section 6)
  • Lawfulness — refrain from illegal content, discrimination or incitement to violence
  • Privacy — do not share other people’s personal data (phone numbers, addresses, private photos)
  • Security — do not disrupt the platform, spread spam, use bots or abuse the service
  • Identification — verify only your own phone number and do not register as someone else

6. Freedom of expression and moderation

The Platform's core value is the student's freedom of expression. The following are fully protected and are not grounds for moderation:

  • Negative, strongly worded, critical or emotional reviews — even in a harsh tone
  • Giving a low rating to a university, faculty or teacher
  • Dissatisfaction, complaints and claims based on personal experience

Guarantee: A review is never hidden or deleted solely because it is negative. A university's or educator's request or pressure is not grounds for removal. Only the specific prohibitions below and a court decision in the Republic of Uzbekistan can serve as grounds.

Within the requirements of the law, only the following narrowly defined content is subject to moderation:

  • Personal abuse and insults (protection of honour and dignity — Article 100 of Uzbekistan’s Civil Code and Article 41 of its Administrative Liability Code)
  • Threats or incitement to violence
  • Sharing other people’s personal data without permission (phone numbers, addresses, documents)
  • Deliberately false factual claims (defamation)
  • Spam, advertising and bot content

Moderation procedure: If a review is reported and an administrator finds the report justified, the review is not deleted. It is covered with a panel that readers can click to reveal the text. Full deletion takes place only under a court decision in the Republic of Uzbekistan or an explicit legal requirement.

If you believe your review was hidden by mistake, contact us through the bot to request a review of the decision.

During moderation, an anonymous user’s identity is visible only to administrators and is not disclosed to third parties.

7. Intellectual property

The Platform's design, source code, logo and other original content belong to the EduStats team.

Users remain the authors of their reviews. The platform may use these reviews to calculate rankings, analyse statistics and display them publicly.

The compiled database of universities, schools and staff belongs to the EduStats team. Bulk copying, collection or reproduction of this data by automated means (bots, scripts, parsers or similar tools) without prior written permission is prohibited. Only ordinary human use of the Platform through the website or Telegram bot is permitted.

8. Limitation of liability

  • The platform is not responsible for the content of user reviews
  • Rankings and statistics are based solely on user opinions and are not official assessments
  • The platform does not guarantee uninterrupted service in the event of technical failures
  • The platform is not responsible for third-party services (Telegram, Google Analytics)

9. Points system (MXM)

The platform uses a points system to reward active users. Points are awarded for:

  • Leave a review
  • Vote
  • Inviting friends (referrals)

Points are valid only within the platform, have no monetary value and cannot be exchanged for real currency.

10. Service termination

  • Violation of these terms
  • When spam or bot activity is detected
  • Repeatedly posting content prohibited by section 6
  • When the platform’s technical security is threatened

11. Dispute resolution

Disputes relating to the platform are first addressed through negotiation. If no agreement is reached, they are resolved under the laws of the Republic of Uzbekistan.

12. Changes to these terms

These terms may change at any time. Significant changes will be announced on the website and/or through the bot. Continued use of the platform means you accept the updated terms.
