Samarqand iqtisodiyot va servis instituti (SamIES) dastlab 1931-yil 13-fevralda Toshkentda "O'rta Osiyo rejalashtirish instituti" sifatida tashkil topgan. Bir necha bor qayta tashkil etilgan va 2004-yilda Vazirlar Mahkamasining 144-sonli qarori bilan hozirgi nomini olgan. 6 ta fakultet (iqtisodiyot, servis, bank va moliya xizmatlari, buxgalteriya va boshqaruv va boshqalar) faoliyat yuritadi. 205 nafar professor-o'qituvchi iqtisodiyot, moliya, turizm va servis sohalarida mutaxassislar tayyorlaydi.
